The one at your main residence, not the one on the number plate. If you live in Straubing, it's the Zulassungsbehörde der Stadt Straubing; if you live in Landkreis Straubing-Bogen, the Zulassungsbehörde des Landkreises Straubing-Bogen.

When registering or re-registering, the responsible office assigns a number plate. If you reserved a combination with SR there yourself, you enter it with its PIN during the process. We currently don't offer reservations through ZS24.
